Requisites:
1 Commander - The commander will need to have been on previous missions or drafts to qualify. A field leader is expected to have past military experience in a position of authority. For the mission, the commander will also need experience in combat in enclosed spaces. Other volunteers will be expected to follow orders from their field leader. A Fighting Scale between 2 and 4 is required.
13 Soldiers - As soldiers, the Malnosso will expect these individuals to be able to follow orders and the chain of command. Members of the MARS organization will screen volunteers for behavioral patterns. Those deemed too violent or remorseless will not be permitted to undertake the mission. A Fighting Scale between 2 and 4 is required.
2 Negotiators - It has been determined that not all of the MSF soldiers are beyond reason. Skilled negotiators will be needed to convince the soldiers to surrender peacefully. Each negotiator will be under the protection of fellow volunteers, but be otherwise unarmed. They must not possess special abilities ranked 5 on the Fighting Scale.
10 Guards - The wardens will be responsible for collecting knocked out soldiers and detaining them in a secure area of their choosing until the situation has been diffused. They will also be responsible for the safety of the patients and hospital staff. Guards need only to be strong in body and fighting ability is not required, though they may need to defend themselves. They must not rank 5 on the Fighting Scale.
Description: As of earlier today, at 600 hours, a small squad of MSF soldiers, recently returned from a long survey mission in the wastelands, returned to the city for leave. The individuals, seemingly in good health and mental fitness on initial examination, displayed sudden violent tendencies when reintroduced to the population. The group has seized control of a hospital and successfully prevented conventional attempts to retake the location. Attempts at negotiating a surrender or withdrawal has failed. Their leader, a soldier of the name and rank Specialist Kovan Foster has announced his intention to transport the injured and dying to the cultists before their deaths with the intention of sacrificing them. In his words, he considers it to be an act of mercy.
These men are in severe need of psychological rehabilitation and counseling. They must not be killed, lest they be revived and fall into cultist hands. The Commandant has requested the services of volunteers from the Luceti enclosure to enter the hospital, detain the soldiers, and rescue the patients and hospital staff trapped inside. It is imperative that not a single one of the soldiers be killed, otherwise valuable intel could fall into enemy hands. This means volunteers must be prepared to sacrifice their own lives to preserve those of the soldiers.
Note: Volunteers will not be permitted to bring lethal weapons on the mission. They will be outfitted with tranquilizer guns, stun guns, tasers, and electrified batons. Due to city statute limitations, individuals ranked as a four or higher on the fighting scale are not permitted on hospital property.
Reward: Each volunteer may earn up to 40 participation points for a successful mission. No mission points will be rewarded if any member of the squad of soldiers are killed. Shift-related penalties will be given to anyone who kills a soldier, patient, or any member of the hospital staff. Other penalties may occur if patients or hospital staff are threatened or harmed.

Position: Negotiator
Qualifications: Gregor has been groomed to be the emperor of three planets since he was born. He has been acting as such for the last five years, functioning as the chief diplomat not only between the Imperium and other planets, but between the planets of his own empire (one is a conquest, and rather restless about it). He is actually quite gifted in this area, unlike combat, in which he is only decent because of extensive training. He is described as having a relaxed, almost self-effacing demeanor and is canonically able to put some professionally paranoid people at relative ease, or at least get them talking. He has also picked up a lot of psychoanalysis techniques from his foster-mother--canon, not headcanon. Other canonical examples of him being shrewd in difficult times are him essentially rescuing himself from a hostage situation (this will be shortly after his current canon point), and pretty much becoming a celebrity on another planet during a diplomatic conference (again, shortly after his current canon point). In short, he's a monarch who is good at his job, and has been trained for this sort of thing from a very young age.

Position: Soldier/Guard
Qualifications: Faith's slayer strength makes her a valuable asset for any team on a subduing mission. While her past has been less than stellar, she's been trying to prove that she's reformed. Even when fighting in the battle dome (where she knows the simulation isn't real), she's avoided doing anything worse than blunt trauma. However, since she's slightly unstable, she'd make an equally good guard if she's deemed unsuitable for the soldier position.

Position: Guard, Soldier
Qualifications: While Amelia doesn't have superhuman strength, she knows how to use what power she has. She's shown several times in canon fighting people significantly larger than her, and holding her own or winning against them. She's also a bounty hunter by trade in her own world, so she has experience capturing and containing prisoners.
Amelia also qualifies as a soldier, although she's a bit more rebellious; nothing that would make her unqualified for the mission, but she's not always a fan of following the chain of the command. She will, however, as she has done so in situations that are important, and this certainly qualifies.

Position: Commander, Soldier
Qualifications: Neji is ranked as an elite in his home forces, meaning command experience over sub-commanders as well as ordinary troops as well as strong combat skills. He's considered a genius at combat, which at his rank means strategy as well as brawn.
He's only been on one past mission, though, so that might disqualify him for command. That said, he'll also be an excellent soldier for this mission; his combat specialty is hand-to-hand, meaning that enclosed spaces stand no problem for him. He's also very good at bringing in opponents alive and (relatively) undamaged; his family's special technique allows him to target, if he chooses, nerve clusters for pinpoint numbing damage, leaving the body substantially unharmed apart from numbness and loss of motor control for a temporary period. Jab-jab-jab, there's the arm numb, jab-jab-jab, there's the leg, and not even bruises to show for it.
As a final point, his particular ability allows him to see through walls or other obstacles, meaning that in a building, he'll be able to warn of ambushes, track people who are in rooms or on other floors, and in general mean that one of the major downsides to urban combat won't be much of a problem for him.

Qualifications: Shikamaru has been a chuunin (the equivalent of a military captain) in his own world since the age of twelve, often assigned missions normally reserved for a jonin. In Luceti he has been on numerous drafts and missions, taking some burden of authority in all of them to one extent or another. He is a cautious and reasonable individual who prefers to take a less violent approach in things.
As far as abilities go, unlike many people from his world, Shikamaru's talents are less powerful as they are subtle. His main specialty lies in restraining people, often to the scores of ten or more at once. If negotiations fail, he could easily sneak up and restrain the MSF soldiers long enough for a medic to sedate them. He has considerable skill in defending himself and others as well.

Qualifications: He's a tough-as-nails fighter and alchemist with a strict no-kill policy, :|a He may be young but he's taken down plenty of enemies bigger and stronger than he is.

Qualifications: Susan ideally fits any sort of defensive role due to her extensive experience in the field performing just this role. She's able to generate force fields to protect people, disable enemies without hurting them, and turn unreasonably high volumes of matter invisible. She's also easily capable of lethal force but will not use it unless absolutely necessary as the Fantastic 4 have a strict no-killing rule (making exceptions for Negative Zone entities). Also she looks good with her uniform on.

Qualifications: She's been a governor for at least the past few years, not including Luceti, and in the face of a tense situation her greatest asset is being able to address things calmly, rationally, and without losing her temper. There's no danger of her accidentally attacking or sneaking a weapon in, either - she's about as unarmed as they come.

Position: Commander, soldier
Qualifications: Gai has had experience both as a soldier (from a very young age) and as the leader of a resistance organization that fights against the government. The fact that so many people are willing to follow him despite his young age is a testament to his leadership abilities.
Fighting-wise, he's skilled in hand-to-hand combat and is an excellent marksman as well. Close-quarters combat is right up his alley, and as he often runs infiltration missions, he's used to having to work quietly/under the radar.

Qualifications: Precis is used to combat and working with nonlethal/electronic weaponry. She can follow orders well, and her personality makes her very suitable for a job requiring nonlethal force/mediation.

It's not Katara's canon qualifications which I think would make her apt for the position of negotiator, rather it's her nearly three years in Luceti. While able to speak passionately and persuasively from the heart, Katara is at her most effective when she can connect with the person she's speaking with via shared personal experience or pain. She can walk into this situation with a lot of empathy for the soldiers who have apparently gone bonkers and for the hostages.

Let's face it, Katara is not the best at following orders, especially from people she doesn't respect. This will likely be reflected in her file, but what will also be reflected in her file is her willingness to put things aside and work together. She's had an exemplary record of cooperation on previous missions and drafts, though this will be the first mission she's signed up for in a while.
Her combat specialty, waterbending, is uniquely qualified to this mission in that while you can most certainly kill with waterbending, it's designed primarily for containment. This makes her an ideal candidate for rounding up soldiers without seriously harming them.

Qualifications: Rock Lee is a ninja of Konoha so he's used to this kind of thing. He's a master at his world's primary form of hand-to-hand combat, taijutsu, and so he is great at fighting in close quarters. He will also restrain himself from excessive force. Lee is very loyal and will follow orders, especially humane ones, to the letter.
